Is your feature request related to a problem? Please describe.
Currently the modules/compute/aws-batch module is using alpha cdk lib. By migrating to GA, we will be able to use aws-cdk-lib natively and also get access to the Managed/Fargate APIs easily

Once we migrate the alpha cdk batch module to the standard aws lib, #239 can be tackled
