Actually, like in Rio, I think this should be the default cursor (to encourage clicking). The cursor should change to the grabbing hand when panning.

I've been pulling out my hair over this. It looks like there is a bug in mapbox-gl that causes the map to not register hover events while dragging. This means that when I change the cursor on mousedown it doesn't actually change on the screen until dragging is over. Any ideas of how to get around this?
