[The Storm Peaks] Kills counts for quest The Earthen Oath count twice / quest item NPC issues

Current Behaviour

Currently, when killing Iron Dwarf Assailants and Iron Sentinels for the quest The Earthen Oath, every kill counts twice.

Further, when using the item Horn of the Peaks the quest provides, the pet bar does not have the abilities it should. Currently it has only normal attack/follow aggressive etc. options, but no actual spells there should be.

Expected Blizzlike Behaviour

Each kill should increase the progress by 1, not by 2.

The spells on the pet bar should be: Lava Burst, Earth's Grasp, Earth Shield, Earth Shock. Each video I have seen only contains these spells, and no attack types or aggressive or other behaviours.

Steps to reproduce the problem

1. .quest add 13005
2. .go xyz 7804 -1894 1258 571
3. Use the item given by the quest (observe the pet bar)
4. Kill mobs around the area (observe kill count increases by 2 per kill)
