preloading broken with docker engine 23.0.1 #2605

Expected Behavior

preloading a device for a fleet

Actual Behavior

Gets stuck at "Reading image information"

Steps to Reproduce the Problem

balena preload <OS_IMAGE> --fleet <FLEET_NAME>

it will get stuck forever at the spinning indicator for `reading image information`

Specifications

CLI version 15.0.3
Docker version: 23.0.1
