Ogg files empty after writing a minute and 20 seconds of audio/

I can't get the write function to actually write a Ogg file.

OS: Windows 10
Py Version: 2.7.13
SoundFile version : 0.9.0

I can use pythons wave module to write to a wave. But the same data will not write to an Ogg file.
