macOS Android SDK issue

Thanks @keith! I found four machines which lost their buildkite-fresh folder that we use to keep a clean state and rsync back after each job. 😞 I'm not sure what causes this, I fixed the machines and will keep an eye on it. It might have been caused by my recent round of macOS Catalina -> Big Sur upgrades and some related maintenance.

If we see it again I'll have to investigate the logs. Closing this for now, I just verified that all the machines are still fine.

I retried your job, but now bazel_determinism_test is failing... does that look related to your change?
