Lint/UnneededDisable doesn't show cop name when -D is used #1958

All cops show the cop name when the -D flag is used on the command line but for some reason the Lint/UnneededDisable cop doesn't.

@jonas054 amazing as always sir!

Also I know I dropped a couple bugs on it, but I think that Lint/UnneededDisable is one of the best cops added in a long time. It found almost two dozen unneeded disables in my code. Excellent work.
