Add Incorporate Now for named companies

I think a lot of this has been done already.

To do:

• Verify that all the necessary work was done. See also tickets - 16638 and 16639.
  • add todo item here for anything missing, and implement it
• Added Incorporate now button for named companies
• Use feature flag to determine types of companies that's possible to incorporate
• Create business and redirect to Filings UI (Incorporate entity using the newly approved NR)
• Disable/enable the button based on NR state
• QA (ie, account for Riyaz's complexity to test this)

Notes:

• It's done currently for firms, Register Now.
• Once the user's NR is approved, show an "Incorporate Now" button at the bottom of the page instead of the grey box with instructions.
• See what Karim did for "incorporate now for numbered companies" in ticket Add Incorporate Now for numbered companies (used by misc flows) #16638.
• Do not show Incorporate Now for extrapro companies (see Update Extrapro Registration NR flow #16636).
• Use the Feature Flag to see what company can incorporate in BCROS now. If not allowed, redirect to COLIN, (button).
