Filings UI - Error message for Expired NR is misleading

When you have a Draft registration and the NR has expired, you get the error message

This error message has a retry option which is not valid in this scenario. Instead we should advise the user to delete the draft and get a new NR.

The subject dialog already knows what type of error this is (ie, NR expired), so it can easily be updated to match the UI design (eg, different text, hide Retry button).
