all of them suppose to be in refund state, but still in "approved"
they are EJV/PAD invoices, and not created on CAS yet

   Other PAD invoices have frozen cas accounts

just double check, they are on "PAID" state at pay-db. I got different results from data warehouse before.

After we blocked the NSF payment requests, I haven't heard any stuck APPROVED invoices from CSO
for other EJV invoices, I checked the status, they are not stuck
I think we can close this ticket. btw I can't find this ticket on our zenhub board, not sure why we missing it.
