Tool tip not showing for AGM Extension.

Describe the bug in the current situation
When the business is not in Good Standing and when the user hovers over the AGM Extension then the tool doesn't show up saying the AGM extension can't be filed for a company that is not in Good Standing.

Steps to reproduce the behavior:

1. Go to 'https://dev.business.bcregistry.gov.bc.ca/BC0871378?accountid=2079'
2. Login with BCREGA001/9800001
3. Search for "BC0871378"
4. Hover over the AGM Location Change then the tool tip shows up.
5. Now Hover over the AGM Extension and notice that the tooltip doesn't show up

Fixed by #18024. If it's okay to bring into the sprint this ticket will go straight into Review UXA. Fix has been merged into dev already.
