MHR API - Update Search By Owner Sort Order

Post data migration search by owner names sort order should match legacy database configuration sort order.
The legacy sort order for both individual and business/organization is:

1. Owner name
2. Owner group status type
3. MH status type
4. MHR number

Update the post data migration search results sort order to match the pre-data migration (current TEST, PROD) sort order.

Testing Note:
Verify owner name searching still works.
Comparing DEV and TEST search results on the same criteria should roughly match.
