Release documentation doesn't state that "Publish Release" needs to be run manually

The documentation states that the "Publish Release" workflow will be automatically triggered when the tag is created. That isn't true and you need to manually run the workflow and target the tag that was created during "Publish Pre-Release".

Also, we need to mention that you still need to register the release manually.
