Nationality in TI31 and TI32 vs residency and citizenship in the EA model or nationality in the EA model

These concepts seem to be used as synonyms in Belgium.

We recommend to only work with Person.citizenship → Citizenship [0..*] and remove Person.nationality → Nationality from the model.

This in line with SEMIC Core Person.

Based on a simple search on the net on "citizenship vs nationality", I agree on preferring citizenship, but then this has to be changed in FedVoc too.

Removal of Nationality as distinct type. Update of Citizenship usage note to indicate that the two notions are synonyms for the purposes of this data model.

This was discussed and approved during WG 2024-04-25.
Leaving this issue open to ensure proper annotations are added.
