Need performance tests

We need to be able to track how Hermes-3 development affects performance. A simple way to start would be to adding a speed requirement to the 1D-recycling test. We could also mock up some 2D test with recycling and cross-field neutral transport in a box geometry. It would also be good to get PETSc support in CI. Not sure how easy that is - the tests currently run in pvode.
