The player plays the chunk while still loading them on Android

When I play a stream with single bit-rate only, the player plays the chunk while still downloading them. In other words, even if chunk is partially downloaded, player starts playing it.

If the chunk size is 10 seconds, video should stop at 10 , 20, 30 sec and so on. But video pauses at 6 sec, 14 sec. This results in extremely choppy playback.

I faced this issue on Android 6.0 and 7.0, and not on desktop browsers.
