EU Chips Act - betrusted ASIC manufacturing opportunity?

Just came across https://ec.europa.eu/commission/presscorner/detail/en/ip_22_729 and thought those (maybe Phillips/NXP/...) who'll leverage this act might need to tune new manufacturing lines. For which purpose they'll need some moderately advanced ASICs to manufacture in small quantities. Betrusted ASIC could be such a chip.

For these things it's enormously important to contact them years before the production will start. Assuming building new production lines will take 2-4 years, if betrusted wanted to leverage this opportunity (it might be cheaper at the beginning than some asian manufacturers; also EU itself could be interested in such a chip further lowering the costs...), the discussion with related parties shall begin ASAP (Dutch ASML might know more about parties who'd leverage the EU Chips Act to build new lines...).
