Is your feature request related to a problem? Please describe.
We currently don't have any package pinning. This may be OK-ish for the package/setup.py but it would be good for CI to pin to versions. This allows to use dependabot and re-build on upstream package updates.

Describe the solution you'd like

  • use pipenv, add a Pipfile and Pipfile.lock
  • document usage for dev
