Update the abundance report to include empty images (annotation count 0) and "empty labels" in the report. Basically this means that the report includes all images and all labels that are available for a volume. Maybe "empty labels" could be optional but empty images should always be included.

How should the report handle empty images if the label trees or user need to be separated?
Reports can either show all "empty images" on every tree page, use a new page (e.g. "empty label tree page") for empty images or these images can be ignored (like it is now).
Every report/page should include all images. If "separate by user" is active, the report/page should include all labels, too. If "separate by label tree" is active, each report/page should only include all labels of the respective label tree. Also if there is a label filter active for the report, then only these labels should be included.
