Add phenophase_name IRI lookup during validation step

Currently, the triplifier chokes on invalid phenophase_names during triplification step. The phenophase_name maps to the valid IRSs for class names in the ontology. This check should be run during data validation so it doesn't get all the way to the triples step before stumbling on this...
