Show alert only if not on required version [Update to Version 2.1.2 Required for Trading]

I'm running Bisq2 version 2.1.2, yet I get the following warning:

Also worth noting is that when I opened Bisq2 yesterday I did not get this warning.

We do not have a version check for that message yet, but should be added. The messages was sent out yesterday, and once you close it it will not popup again.
