Nostr outreach role

This is a Bisq Network proposal. Please familiarize yourself with the submission and review process.

Following on #465 , I am also proposing to cover this new role.
My task in this role would be to act on Nostr as a "Bisq support agent", using my existing profile.
I will search for notes containing the keywords "Bisq", "buy|buying|trade|trading bitcoin|btc|monero|xmr", "bitcoin|btc onramp|offramp", "nokyc bitcoin|btc" (possibly more to be added) and reply as a Bisq support agent where I deem appropriate. If accepted, I will likely use a Nostr scraper to obtain the relevant notes, as searching manually is going to be too daunting of a task.
My work will be 100% accountable through the logging of each event hash I post as my support agent role.
I have been unofficially covering this role on and off for free already, as a sort of past-time, and my activity can be evaluated on my profile.

Compensation would be calculated based on a per-reply basis, rather than a fixed amount per cycle, and this amount could be defined as proportional to the current "cost per event" that the DAO already pays for my contributions as L1 agent (5-6$), plus a flat rate per cycle to cover for the additional effort needed to monitor activity on Nostr (probably 15$, with an increased cost for the very first cycle, I think 100$ is appropriate, in order to set up the monitoring back-end).

Numbers above are a working estimate, and if this role is considered useful, the costs can be discussed.
