Commit contained in both major AND minor branches will bump unpredictably #1

If a commit were contained in 'dev' and 'release', as 'minor' and 'major' bumps, respectively, it could bump as minor instead of major.

Should iterate over all branches and bump the highest

Hi @bitwit could you please explain to me how the branch should define major, minor, patch instead of using commit messages?
