For NPM version, see #838. ... Update the NPM versions that we call out in https://developer.blackbaud.com/skyux2/learn/get-started/prereqs/initial-setup and remove the note that says not to use NPM v5.

And for Node version, see blackbaud/skyux-builder#490. Update Node version called out to 8, and talk to team about other necessary updates.
