SPIKE: Move away from Bulma to Tailwind

Bulma has effectively ceased active development which isn't the problem in itself, but the ecosystem around has frozen, no dark mode support and a couple of other things.

We're going to move forward with Tailwind and a component library offered free of charge by Zenosyne Technologies. No publicly available documentation exists for this component library, only key contributors have access.

Bulma 1.0 recently came out with some improvements on previous pain points. While some issues were adressed the implementation isn't friendly to current project members.

Verdict: Moving to Tailwind.
