$(PREFIX)/etc/userchroot.conf
/etc/userchroot.conf
But in reality only checks for ${PREFIX}/etc/userchroot.conf, which amusingly is also affected by the above, which changes the advertised default to /bldroot/etc/userchroot.conf.
