[PDS] Prometheus metrics #3122

Is your feature request related to a problem? Please describe.

It'd be useful to have the PDS export some metrics for Prometheus ingest for monitoring :)

Describe the solution you'd like

HTTP access metrics for the non-XRPC stuff
HTTP access metrics for the XRPC stuff
DB access metrics for SQLite
Error count?
Data metrics broken down by repo (maybe by collection?)
- Things like how many records are in each collection/repo, how many times they've been read
Sync metrics?

might be useful to add number of registered users with the pds and average user data size etc.
