This element is a container for many elements pertaining to legal and local units, and as such it is currently a misnomer.

The impact on systems should be minimal as they are highly likely to not have implemented the entire XSD tree as is, rather simply modelled the relevant elements for their specific use case.

The "legalUnitType" refactoring is adressed here: #33
We should do the same for localUnit
