this sometimes occurs either because the place really is in more than one parish or county (https://charters.bodleian.ox.ac.uk/catalog/place_104583) or because the index entry refers to two possible places (https://charters.bodleian.ox.ac.uk/catalog/place_108869). In both cases there should be separate headings if possible
County: Norfolk [new line] County: Suffolk or some sort of division between the entries (which already have separate links) County: Norfolk | Suffolk
