Package manager should not allow updating packages with incompatible dependencies #1042

NuGet package dependencies can be declared with constraints, e.g. to prevent major version updates introducing breaking changes. Package manager clients should honor those constraints globally for all installed packages. This means that we should not allow updating a package which breaks another package's dependency constraints.
