/meta/rebalance does nothing #6

ZKUtils creates both /meta/workload and /meta/rebalance, but Cluster only sets a watch on /meta/workload, and grep indicates that nothing else interacts with /meta/rebalance.

The README says that touching /meta/rebalance is supposed to trigger a manual rebalance.
