Originally opened as adobe/brackets#12751
Adds a copy of the Contributor Covenant Code of Conduct to Brackets. There have been numerous big projects that have done so before (see http://contributor-covenant.org/#who), and I don't see any particular reason why we shouldn't also have one, except for maybe the added responsibility, but we should have that anyway.
