Originally opened as adobe/brackets#7969

Create a new filter (doesn't matter what the name/content is)
Delete this filter
Try to select another filter

Result:
You won't see the blue highlight while hovering a filter, but you will see the delete and edit buttons.

Expected:
You should see the blue background,

Workaround:
Close and reopen the dropdown.
