Addresses #10550.

Updates Lodash from 2.4.1 to 3.10.0 (see changelog: https://github.com/lodash/lodash/wiki/Changelog#v300), which includes breaking changes. For more information, see #10550.

Was thinking why the min was removed, so http://www.ecma-international.org/ecma-262/6.0/#sec-string.prototype.substr the ecma spec confirms that This is how it works. Merging.
