When extending a paused campaign, take into account spent & budget instead of just the start date. #1011

We need to factor in how much an advertiser has spent is not synchronous, and can have significantly changed by the tine they go to update this. I want to say an advertiser will have to wait till a campaign goes daycomplete / past the end date at minimum but we can have a wider discussion on it. |

An advertiser paused their campaign on December 7th, having spent $311.45 of their $1,250 budget.
Upon returning to reactivate the campaign, they found that, although the remaining balance is sufficient for 7 days, the calculation is based on the start date.
