When extending a paused campaign, take into account spent & budget instead of just the start date. #1011

An advertiser paused their campaign on December 7th, having spent $311.45 of their $1,250 budget.

Upon returning to reactivate the campaign, they found that, although the remaining balance is sufficient for 7 days, the calculation is based on the start date.

We need to factor in how much an advertiser has spent is not synchronous, and can have significantly changed by the tine they go to update this. I want to say an advertiser will have to wait till a campaign goes daycomplete / past the end date at minimum but we can have a wider discussion on it.

Going to let users extend their end date, with a warning that it may never reach it
