[Desktop] Spell check dictionary download failing

Description

Spell check isn't working at all. In the Settings it says the dictionary failed to download and retrying the download doesn't fix the problem.

Steps to Reproduce

1. Install Fedora 32
2. Install Brave
3. Misspell something in Brave

My friend is also using Fedora 32 and Brave. He is having the same issue
