Changing orientation with sheilds open causes panel to be stretched full width

Steps to reproduce

1. Set device orientation to landscape
2. Open a page and open shields
3. With shields open change device orientation to portrait
4. Shields panel gets stretched to full width

Actual result

Expected result

Shields should respect orientation and show correctly
