Description

Purchase Intent parent only segments should not block page classification parent segment Brave ads

Steps to Reproduce

  1. Trigger purchase intent for a parent only segment
  2. Wait for an attempt to deliver an ad (check logs)

Actual result:

Parent category Brave ads are blocked if a purchase intent was extracted with a parent only segment

Expected result:

Parent category Brave ads should not be blocked if a purchase intent was extracted with a parent only segment

@tmancey does this affect Android or just specific to Desktop?

@kjozwiak Core business logic change so only needs testing on desktop. I have previously gone through all open issues for ads and labeled with Android where needed. Thanks
