Vimeo publishers video flickering issue in brave. This is Vimeo website issue

Steps to Reproduce

1. Open 1.16.x staging
2. enable rewards
3. open https://vimeo.com/bravelaurenwags in a NTP in staging
4. play video and video starts flickering

• Does the issue resolve itself when disabling Brave Shields? No, the issue persists even after the shield down
• Does the issue resolve itself when disabling Brave Rewards? NA
• Is the issue reproducible on the latest version of Chrome? No- working fine in Chrome 86.0.4240.42
