Autoplay blocking seems to block user-initiated audio too

following up on brave/brave-core#6980

Bug:
If i go to a site that wants to use audio, for non autoplay purposes (ex https://thirdcoastreview.com/2020/11/06/triple-fast-action-reissues-one-of-the-best-90s-albums-you-may-have-never-heard/) Im not able to play audio, even when the audio event is user initiated. Instead, i see in the menubar a “Autoplay was blocked on this page” popup.

Expected behavior:
To always all non-autoplay initiated audio. So in this specific example, the global "autoplay" setting should prevent the audio from playing on its own (if autoplay is set to "block"), but clicking the play button should still cause audio to play.
