Currently permissions are global / unpartitioned (if you give a permission to A, it always has that permission, whether its the top level frame, or embedded in B, or C, etc). This issue is to partition permissions, so that A has different set of permissions when its the top frame, vs embedded in B or C etc.

This is follow up work for #14126

I don't think I did something here. If permission lifetime is good enough to cover this use case, it's fine to close it then.
