Closing a panel in full screen on windows 10 causes Brave to close

Description

After Brave is opened on Windows 10, a panel appears asking Would you like to start Crypto Wallets for Ethereum support?. If a video in the browser is viewed in full screen and an attempt is made to close the mentioned panel by clicking the x, Brave will then close.

Steps to Reproduce

1. Open Brave
2. Go to a site and view video in full screen
3. Make attempt to close panel.

Actual result:

Brave closes if an attempt is made to click the x on the far right side of panel.

Expected result:

Brave should remain open and only the panel should close.

Reproduces how often:

It seems if you wiggle the mouse enough over the x there is some small locations on the bottom where the x becomes highlighted and you are able to close just the panel. Most of the time however, this is not the case and clicking x will close Brave.
