Tooltip isn't dismissed automatically on panel

Steps to Reproduce

1. Switch network to a custom network
2. Open panel and hover over Buy, tooltip is shown
3. Move cursor over swap, the other tooltip also shows up overlapping on the buy button tooltip

Actual result:

Expected result:

Dismiss tooltip the moment cursor is moved away
