CR 96- brave://settings are shown on a single page instead of a section by section in an upgraded profile

Steps to Reproduce

1. Clean profile 1.33.38 or latest nightly build 1.33.47
2. Upgrade the profile to CR 96 - 1.33.39
3. Open brave://settings
4. Click on any of the settings from the sidebar menu
5. Brave settings are shown on a single page instead of a section by section
6. Delete the profile and launch brave with a new profile
7. open brave://settings, brave settings are shown section by section in a clean profile of 1.33.39

Brave settings should be shown section by section in an upgraded profile of CR 96 1.33.39
