Brave news feeds are not fetched when the device clock is set ahead by one hour

Steps to Reproduce

1. Clean profile 1.33.x
2. Enable rewards via NTP
3. Open a new NTP
4. Click on Show brave new and view brave news feeds
5. Disable Brave news via Customize
6. Close brave
7. Move device clock ahead by one hour
8. Relaunch brave, brave news feeds are not fetched and sources are list is empty under Customize when Show brave news is enabled

Actual result:

Brave news feeds are not fetched and sources are list is empty under Customize when Show brave news is enabled

Expected result:

Brave news feeds should be fetched and Sources should be displayed in Customize when Show brave news is enabled
