the global cookie setting in Chrome's UI (brave://settings/cookies) and Brave's Shields UI (brave://settings/shields) falls out of sync if you set the Chrome UI first. The Brave UI will resync on reload.

To reproduce:

  1. Go to brave://settings/cookies and set the global cookie setting to something new
  2. Visit brave://settings/shields and notice the shield's global cookie setting doesn't match
  3. reload the page and notice they now match
