Stylish/Stylus extensions fail to load stylesheets

Description

Extensions Stylish and Stylus lets you use community-written stylesheets to override the default styles for websites, so as to offer e.g. unofficial dark themes.
These extensions appear not to actually function when you try enabling any style in them in Brave.

Steps to Reproduce

1. install extension
2. load page
3. install/enable a stylesheet

Actual result:

Nothing happens.

Expected result:

User style is loaded.

Reproduces how often:

Consistently.

Reproducible on current release:

• Does it reproduce on brave-browser dev/beta builds?

Website problems only:

• Does the issue resolve itself when disabling Brave Shields? N/A, extension issue.
• Is the issue reproducible on the latest version of Chrome? No.
