Delta updates fail on Windows

Description

Steps to Reproduce

1. run Pre-requisites (Subsequent delta updates on Windows fail 1/2 #30485 (comment))
2. install 1.52.102 (Public beta version)
3. disconnect internet connection
4. check braveupdate.log to verify the full update via brave_installer-x64.exe
5. connect to internet and upgrade via brave://settings/help to current public beta (1.52.109)

Actual result:

• brave_installer-delta.exe executable failed with Installation failed due to unspecified error. Please download Brave again message is shown both in brave://settings/help page and in the log file
• refreshed brave://settings/help page and it updated with full update via brave_installer-x64.exe

Expected result:

brave_installer-delta.exe should be executed and update should be successful without error.
