Update IPFS Kubo to 0.21.0 #31453

Perfect. Can you do this or should I @lidel? I believe I'd be able to create the necessary PR but have no experience with IPFS so would need instructions for testing. |
@mherrmann If you create the necessary PR, @cypt4 and @srirambv will be able to drive this and help you with QA, like they did in #30652, brave/brave-core-crx-packager#630 and brave/qa-resources#525 🙏 |

@mherrmann yes, 0.21 is in prod. You can confirm #31440 is fixed by inspecting binary in brave profile directory after you enable IPFS support. I don't use Windows, but on linux it was at: |

This release includes internal refactoring and bugfixes, including removed dependency on bootstrap nodes run by Protocol Labs.
Update should be safe, there should be no impact on features exposed by Brave + it is a good opportunity to solve Windows issue listed in #31440 by @mherrmann
