brave:// using search instead of loading brave://version

Description

When loading brave://, it will use the default search engine rather than loading brave://version.

Steps to Reproduce

1. download & launch 0.62.8 Chromium: 73.0.3683.39
2. type in brave:// and you'll notice that it attempts a search rather than loading brave://version

Actual result:

Expected result:

Loading brave:// should open brave://version and not initiate a search.

100% reproducible using the above STR.

• Is the issue reproducible on the latest version of Chrome?

Couldn't reproduce using chrome:// under release and canary. Seems Brave related.
